About this Role:
The Product Manager / HRIT Specialist / HCM Specialist will provide strategic and technical leadership for the Human Resources Information Technology (HRIT) ecosystem within the U.S. Department of Health and Human Services (HHS). This role is responsible for overseeing the lifecycle management of Human Capital Management (HCM) systems, including workforce operations, HR service delivery, employee engagement tools, and self-service capabilities. The candidate will serve as a bridge between business stakeholders, technical teams, and agency leadership to drive HR transformation, digital modernization, and Department-wide workforce optimization.
This role blends product management, HRIT expertise, and HCM domain knowledge to deliver human resource solutions that align with HHS policies, HR operations, and federal compliance standards.
Key Responsibilities:
Lead product strategy, roadmap development, and execution for enterprise HRIT/HCM platforms.
Engage with HHS stakeholders to collect, analyze, and prioritize business needs across HR functions including employee lifecycle, payroll integration, benefits, staffing, and talent management.
Serve as Product Owner within Agile teams; define user stories, acceptance criteria, and product backlog priorities.
Oversee modernization initiatives that improve HR operational efficiency, employee self-service capabilities, and strategic workforce planning.
Partner with business and IT leadership to align HRIT product releases with HHS strategic objectives.
Lead configuration and enhancement efforts supporting HR platforms (e.g., PeopleSoft HCM, Oracle HCM Cloud, Workday, or similar).
Ensure compliance with federal HR policies, OPM guidance, FISMA, data governance, Section 508, and security protocols.
Translate HR operational policies into system requirements and process designs.
Oversee HR data integrations and data exchange between HRIT modules, payroll systems, timekeeping systems, and federal HR applications.
Conduct change impact assessments and support communication, training, and adoption of HR enhancements.
Manage release cycles, product performance metrics, and continuous improvement efforts.
Support stakeholder governance meetings, product demonstrations, sprint reviews, and solution validation.
Produce product documentation, business process models, system requirement documents, and configuration guides.
Mitigate risks, resolve escalated system issues, and lead process reengineering efforts where applicable.
Qualifications and Skills:
U.S. Citizen with ability to obtain a Public Trust clearance
Bachelor’s degree in Computer Science, Information Systems, Business, Human Resources, or related field
8+ years of experience supporting HRIT or HCM platforms in large enterprise or government environments
Experience in Product Manager or Product Owner role in Agile delivery environments
Strong knowledge of HR business processes: personnel actions, benefits, compensation, performance, onboarding, and position management
Hands-on experience with HCM systems (PeopleSoft HCM, Workday, Oracle HCM Cloud, SAP HCM, etc.)
Excellent analytical skills with ability to gather complex requirements and convert into actionable solutions
Demonstrated experience managing product roadmaps, product backlogs, and Agile sprint planning
Strong verbal/written communication and stakeholder engagement skills
Experience working on federal contracts or supporting federal HR organizations
Desired Skills and Competencies:
Experience working with HR systems at HHS or other federal agencies
Knowledge of PeopleSoft HCM modules (Core HR, Benefits, Payroll Interface, Position Management, Self Service, Talent Management)
Experience modernizing legacy HR environments or system migration projects
Familiarity with ServiceNow HRSD integration
Agile certifications (CSPO, SAFe PO/PM, PMI-ACP) or Product Management certifications
Knowledge of federal HR policies and OPM guidance
Experience with HR data analytics, dashboarding, or workforce reporting
PMP or Lean Six Sigma certification a plus
